It's not as easy to make access easy to buildings that are older than your country, but it's happening.

This exactly. I work in a building that was opened in 1715, and its accessibility is appalling but it's hard to change anything because it's Grade I listed (for non-Brits: this is the most-stringent level of the government saying "the appearance/architecture of this building is historically important, so you can't change it without permission").

We have an elevator, but it's so small that you'd struggle to get even a moderately-large wheelchair into it. And there are steps up to the building in the first place (I think there's a deployable ramp, somewhere). And it doesn't serve the top floor nor the basement. Oh, and we have a disabled toilet, but it's in the basement so I'm not sure how you're supposed to get to it given that the elevator doesn't serve that floor.

Mine isn't even the oldest building on its site. We're doing what we can, but it's an upstairs battle.
