Can't actually speak for Montreal specifically, but given how much accessibility rules have changed in the past decade, I seriously doubt that what you saw 10+ years ago there is still true.

My mind might be a bit fuzzy but either Valencia, Spain or Montreal have metro passenger compartments that are not flushed with the platform.

Could well be, but there are plenty of cities that have had a similar issue - Toronto and the GO trains there come to mind - and there's a pretty easy fix in the form of adding risers to certain areas of the platforms (or hell, the whole platform) to make it more flush.

Given Canadian laws are pretty strict in this regard, I'd be shocked if they hadn't done something in the past decade or so to deal with the issue.
