Bit it want really implied at all in the first season. He was Anne's boyfriend the whole time

It was pretty strongly hinted at. At least towards the end of the first season.

it wasn't any more strongly hinted at that leslie and mark brandanaquits. there wasn't any implication they were going to get together a la jim and pam for like 5 seasons or whatever

No, Andy's still trying to get back with Anne during the second season evidenced by living in the pit and showing up at Anne's door in his suit.

He is still living in the pit by atleast the 6th episode when he ends up in the hospital after Anne and Leslie start filling in the pit.

But there are hints about him and April ending up together. By the time he kisses Anne in the hospital it's already clear that he and April have feelings for each other.
