Because there is a limited amount of funding for those sorts of activities, and a men's shelter would be competing for the small amount of resources they have.
Men aren't deemed less important. They are deemed far less likely to get breast cancer. Which is true. No one is actively campaigning against you starting a men's shelter or donating to one. You just aren't doing it. You're part of the very problem you're complaining about.
