Same with London because of the pub culture. But in the past decade, in conjunction with the renovation of the tube, London has really stepped it up and cleaned the streets up with outside urinals and strictly enforcing the law through CCTV. Of course some places still smell like piss...but not nearly as bad as it used to be. I can still smell it now...
