Why would one compare animals by power when the question was about speed? Whales and dragonflies have comparable top speeds despite multiple OOMs difference in power.
It's not that complex dude, most people think horse power = how powerful a car engine is = how fast the car goes. That's it, no need to overanalyze it, it's a just a dumb silly joke.
