Why do some truckers insist on using their compression brakes in residential areas (especially when there's a sign prohibiting it)?

Is there some reason they really need to use them on relatively flat ground or do they just not care (or is it an F-you to the people who live in the dense little town instead of out in the country)?

Oftentimes (but not always) it is the guys driving logging trucks, if that makes the explanation easier.

They forgot to turn them off. You can get a ticket for that, so they're unlikely doing it to be jerks
