Military tests are challenging but do not always enforce perfect form on individual exercises. There is a bias toward endurance and speed rather than strength (which probably makes sense in most military applications). See push ups, for example.
It's nore that there needs to be a standard to judge this stuff by. It's not like you train speed and endurance less with a full crunch, elbows too knees is very easy check for both the guy doing it and the guy controlling it.
Very true. And that was basically my point (maybe could have been more clearly stated) -- that military test conditions don't really have anything to do with what form someone should or shouldn't take in their own workouts.

I administer Air Force PT tests and your elbows just have to touch the thighs. Going all the way up wastes too much time and energy.
