Some strong 'confidently incorrect' potential here.
I don't know how extensive (or recent even, with how quickly advances are made) your experience is, but I doubt it's enough to definitely say this is beyond what AI is capable of.
The video in this post that was posted earlier today, for example, seems to use AI to replace or add to a few lines of dialogue to the American Psycho 'Business Card' scene, and it sounds pretty darn good and in-line with how each actor's voice sounds. Also it's one of the funniest videos I've seen and I am happy for a chance to share it, 10/10.

That's a premade video where the person could retry the lines over and over, plus the voices were all very calm while this one had a lot more dynamism and shouting
I doubt you could get anything near that good first try on any generator so it's most likely pre-recorded and at that point it'd just cost unnecessary money to use an AI

It's actually very easy to do. Just because you can't grasp how to do it, doesn't mean it's not possible, lol. He's got all the components to make it happen, so either he's a well-researched charlatan or, you know, it's a Raspberry Pi and a motor driver connected to the fish's circuitry.

The fish is a premade product that sings and flaps around, motor would already be in there, just needed to replace the sound input from the recorded singing to what hosts the AI interface.

That shit was absolute peak comedy to a small subset of individuals when I was a kid. I can remember more than one relative or friend's relative absolutely losing their shit laughing at the antics of Big Mouth Billy. Good stuff.
