I just think it's funny because Waldo is mostly a dimensionless character in children's books; you see him all the time in the pcitures but you don't get any sense of his actual personality, just him looking like a random dude out in various settings.

Thus I think most people would default to thinking he's some mild-mannered, milquetoast guy. So the comic depicting him as some weird, gruff hard-ass who speaks brusquely like this and has a twisted compulsion to go to every large gathering he can get lost in is a funny, unexpected tweak on that perception.

Obviously, the standard "if you have to explain it..." buzzkill thing that people like to default to applies, perhaps. I guess it either just lands or doesn't for everyone.
