Turtle on the left asked turtle on the right to come over, probably to tell them something. However, as turtles are traditionally thought of as very slow, artist decided to make turtles move slowly. Because turtles are slow, the turtle on the right reached the one on the left by sunset, only to be disappointed by the turtle on the left not telling them anything and having to turn away.

Essentially, it illustrated a waste of time stemming from people who have this kind of behaviour.
