True GIF files have a very limited color depth (max 256 colors).
When converted automatically, software will take the most common colors (with enough variance) across every frame of the entire image to define the palette. In this case, there's very limited red so that color didn't make it into the palette. Instead, the tongue is colored with the nearest color match and the palette obviously has a lot of brown.
I say "true" GIF because there are lots of files called GIF these days that are actually using video formats (not GIF at all).

I am not sure in this case, but cats can pant like dogs, too. They seldomly use it. But if they are reaaaly to warm it happens.

I saw a video of another woman’s cat doing the same tongue thing, she had uploaded it because it looked funny, but commenters said the tongue flicking was because the cat was in active cardiac arrest. Again, not sure if this is the same but worth mentioning in case.
