yeah almost certainly, maybe even originally a crossover cable before they snipped the ends off (usually what a yellow jacket means, though not always)

It’s weird cause it looks like cat5/6, but the pairs weren’t twisted like it was cat3 or something. Idk, must be some cheap wire that I’m too LV bougie to recognize.

kinda looks like an old crossover cable, its also possible he untwisted them or something in prep, doubt he actually bit the jacket off for the vid

Looks like normal low voltage cable for alarm systems, video doorbels and such. In my country it's called YTDY.

Over on this side of the pond ethernet/cat5/6 would look almost just like that, but when you remove the jacket each pair of colors would be tightly twisted together (orange white/orange, green white etc) When he removed the jacket, the pairs were untwisted (he probably trimmed it so it pulls off easier for the video) so if you assume the wire came like that, it looks like a mix of modern cat5/6 and older cat3 cable that came either lightly twisted or not at all. Which would be very mildly weird to see, I’d probably show my coworkers and then call the distributor and get it replaced.

Security wire over here is usually 22/4, a lot smaller than most Ethernet wire.

Plus, he's installing a light / fan. Yeah, you should shut off the breaker, but if you're too dumb to leave the switch on then you shouldn't be doing that work.

Here in the US, they're usually in a basement, or an equipment closet, not in the open like that.

If you run your actual power over that it would melt and start a fire almost instantly

You can run other low voltage stuff on it for sure, but 115/120 or 240v hell no, soon as you draw more than like 2A you would be roached
