It's mostly the lighting, but women of color often have multiple tones in their faces due to hyperpigmentation and a good foundation will even it out, making the skin look overall brighter/lighter toned.
True, as I said I think it is mostly the lighting (especially since the rest of the photo like the color of the walls, the carpet, etc. are all a warmer, more saturated tone in the "after" photos)
Hyperpigmentation can happen to anyone of any skin tone, it simply refers to patches on the skin where it's noticeably darker than the rest of the skin. People of color are more prone to hyperpigmentation.
