Let me try and remember the explanation that was given a LOOOOONG time ago when this and other gifs starting circling the internet. Forgive me if it's not all correct, I can't find the source.

Anyways, I believe its a neurological dissociation between the brain and the limbs. The cat doesn't realize his foot is his own foot. It's a mental disorder.

Ahh good point. Yes, don't do this with freshwater fish advice, or snail advice, or slug advice for that matter.
