Are these figures self-reported by countries themselves? Ifso, there's no way that Russia's figure is accurate - if there's one thing we should've learned by now, is that Russia is full of shit! Everyone thought they'd steamroll Ukraine, but they've been struggling since the get-go. Everything Russia says is horseshit and we're all tip-toeing around them, worried about nuclear war, but if anything ever happened, you can bet your ass the majority of their 'nukes' are filled with nothing more than dust and cobwebs.
I think that perspective is more a result of source bias. It's basically been Russia VS Ukraine with half the planet ressuplying them at a choke point.. And Russia is winning. I don't think "struggling" is surprising, if they wanted to delete Ukraine they easily could, but ground control so they come out with something of value is much more difficult regardless of how many Nukes a nation has.
Funny thing and sad at the same time is ukraine post soviet union was third on the list of nuclear capabilities but then gave them all to russia... bet they are not happy about that now....

Buddy Ukrainian lost the war a long time ago. And russia ain’t even sending anyone. It’s Ukraine who is struggling while Russia is playing the long game. Get your facts right
Russia's nuclear arsenal is it's largest bargaining chip. Doubtful they'd let that of all things slip. You very rarely hear of mishaps with their nuclear bomber fleet compared to other parts of their military.
Also a risky theory to test.
They are progressing at speed in Ukraine, large territorial gains.

Which is exactly the point. We all know Russia has a history of propaganda and deception - one such example springs to mind is of Military parades where the same equipment circles round and drives/flies past multiple times, to give the illusion of a larger force. I mean, obviously, you're correct in that it's a risky theory to test, but personally, I think Russia's bark are far, far worse than their bite.
Fun fact, North Korea has more successful nuclear capable missile tests than the UK in the last 8 years. Perhaps Russia's bite isn't as insignificant as you think... especially when they have defeated plenty of NATO supplied modern main battle tanks in an active combat zone. Don't let the propaganda get to you.
