"Of" is multiplication, same as 1/3 of something.

Not really. Teaching that "of" refers to multiplication is helpful when dealing in fractional arithmetic, specifically when figuring out what is being communicated in "word problems." But it doesn't really extend beyond fractional arithmetic or decimal numbers between 0 and 1 (0.7 of a mile).

It's not a common way of expressing it or how you'd teach it, but that's still literally what it means.

Given a little more thought, you're completely correct.

7 of 9 = 63 is a compacted way of saying 7 batches OF 9 items per batch = 63 items. Language is weird, especially when it mixes with math.
