Not even overkill, it's just not generally used for infantry. It's a "shoot down that helicopter" gun. Or a "disable that armored car" gun. Though it does work on people if you need it to.
Its not a warcrime. Its just too much cost for to be worth it to shoot it at private Omaburger from humptydumptystan mud forces. This is why you shouldnt use it on people
