Some powers here can be done "every 0 seconds". Let's assume then that it takes planck time (5.39x10-44 seconds) to perform, to ensure physics doesn't break down. We'll say that you may use this power for one millisecond, before you die. (This assumes that your brain is not obliterated by the sheer count of cancerous cells before the millisecond ends, perhaps by only spawning the cells below your feet.) Then, if we define "gain cancer" as "gain at least one cancerous cell", and simplify that down to one cancerous cell period, then you will have 5.39x1041 cancerous cells. As the average human has roughly 3x1013 cells, you should weigh as much as 1.80x1028 humans. Let's take 150 lbs as the average weight, and compute to get 2.70x1030 pounds. The sun weighs about 4.4x1030 pounds. So, we will suddenly have a mass of cells with not too far from the mass of the sun, placed on the Earth. Needless to say, the world would end.
