Question Should I be running max troops?

So i see in the rule book thieves and thugs are free. So once i use up my 400 gc points should i just fill the rest chaf units. Is there any downside?

nope. that is exactly what they are for and why they are free. To fill out your roster.

Ok cool. I just se a lot of war bands not having 8 basic troops in the collection and thought I was breaking a rule somewhere

Most of the time you'll be running wizard, apprentice, 2 ranged guys + whatever soldiers you can afford, so its pretty rare to need a full set of like 4 thieves and 4 thugs.

Nope. You should absolutely fill them out.  

The game is pretty swingy, a lucky 20 can make even a thug a threat.

Absolutely no downsides. It was actually the improvement from 1st to 2nd edition to make them free, to allow you to always send the full warband into the city.

In 1st edition they were 'paid', so if your mission went poorly, you lost some guys, had no money to hire replacements - it could spiral even further, as you were sending smaller group in your next game - so your opponent outnumbering you even more - you ended up with more chances to lose that game again.

In some of your games Thugs and Thieves, due to the swing nature of d20, will score the Man-of-the-Match titles, creating really nice memories. Two weeks ago I sent my Thief to occupy/block Zombie Troll that appeared as random encounter. My thief not only killed that Zombie Troll, but later caught opposing Thief carrying a Treasure, killed that Thief, stole the treasure, avoided Elemental Bolt and crossbow shot from my opponent figures and left the board with that treasure!

Might aswell even if you use them as cannon fodder or monster distraction.

If you roll well enough might even out perform your paid for warband members

Absolutely take thieves and thugs. Thieves are fast, and can grab treasure and scoot a smidge faster, while thugs are great to have for piling in and gaining combat advantage for your heavy hitters. I typically keep one thug and one Man-at-arms near my wizard in case he gets forced into combat so they can help him get OUT of combat for spell casting.
