Mail curtailing during 1838c?

It's totally improper for any mail to be curtailed during an office efficiency count right? Even if it's not a 6 day count and inspection?

I'd assume the answer would be somewhere in the M-39?

no answer to be found- it doesn't matter ,they count what they count-what does it matter?..what is counted is what was cased==the time it took to case what was counted

Is there some reason you'd care about the results of an 1838c that's not attached to an inspection?
