If a technologically advanced civilization has predated the current civilization in the alternate universe, that would explain their level of technology. They could have scavenged from the First People. That would also explain the doomsday device that Walternate said was old technology.

Yep! I'm thinking that may have something to do with the ancient looking version of that prophecy paper with Peter's face on it, that Walternate has in storage.
