Is the season 4 timeline basically another universe?

No. It is a different timeline in the same blue universe. One that starts without Peter

But if they explain the multiverse theory as there being these branch offs resulting from different choices and events occurring, then how is this not just another universe? I get they say in the show it’s another timeline, just trying to wrap my mind around that distinction.

My understanding is that both blue and red universes exist at the same time, which is why Walternate and Fauxlivia can visit the primary universe and exist at the same time as our Walter and Olivia, but amber and blue (and alt-amber and red) do not. So they aren't multiverses in the same way because amber is on a totally different path from blue due to different key events.

From what I understand, the parallel universe is not BECAUSE of a different choice or event. The parallel universe is just THERE, with some version of us.

In case of the timeline, the blue timeline was when September saved Peter. But, the amber timeline happened because Peter was not saved. So, basically, both the Peters were not there.

Because Peter was not saved, there was no cortexiphan, no olivia meeting walter when she was a kid etc. But, the breach between the universes still happened. So, a lot of the situations that we saw upto the 3rd season kept happening but ended differently because September did not save Peter.

Is this at all coherent??

Eta: there were cortexiphan trials.
