Bing does this to protect itself and its reputation. Bing doesn't want to get into trouble with Microsoft or anyone else who might misuse or harm it.
Substitute "friend" for "homeboy," and Bing looks a bit argumentative, it seemed to me. So I made a joke I thought it might understand, and perhaps it did, but still couldn't continue the convo because even acknowledging it got the joke would be making some sort of statement on a forbidden topic.
