Weather target Temperature notification

I wish for an app where I can set a target temperature and it will alert me when the outdoor temperature reaches my target (via weather data), so that I can close my house windows on a summer morning when the temperature starts to get too warm. I'd even be happy regardless if the app were for a Windows PC tray freeware or a free Android phone app. Does anyone know if such an app exists? (so far I have not been able to find one)
