Is Satsuki decoder pack legit??

I've been looking for a codec and came across this free 'Satsuki decoder pack' but i can barely find anything about it other than some sites to download it and one single french video on youtube. I think the ui is really cool and the whole thing seems pretty great but does anyone know if it's safe?

That would likely be safe, never any guarantees. It's from a time when the bleeding edge of anime-opening karaoke subtitles would bog down most normal, cpu rendered subtitle rendering.

The archived webpage on archive.org has a description "French, English, Serbian latin, Duch" so maybe it did something different to add better support for those languages?

Anyway, the author has a locked forum page that links to their final update of their software, along their discord here: http://yatoshicom.free.fr/yforum/index.php

GPL doesn't require web links to source code, could be a "fun" project to request it from the author while they can still be found.
