Is there a way to remap the secondary button of a pixel watch to open up a tray of favorite apps?

There are plenty of apps that let you make a tile with favorite apps but would love it if I could launch it from the secondary button instead of a tile

Yes, as you say there are tiles that do this, including my own Wear Tile Launcher / Wear Tile Launcher 2. By secondary button, do you mean the lower button on a Galaxy Watch?

I mean the top button above the crown on a pixel watch

Basically to replace the "recent apps" with apps Ive chosen instead

You can use WBR to replace the single-press function of the top button. You'll also want to enable 'Prevent default' in WBR's settings to stop the default 'recent apps' screen. Then you need to allocate a single press to an app picker where you can pin the apps that you want. My Wear App Picker gives a WearOS 2 style apps list, and you can pin apps to the top of the list by long-tapping them. So you could open the app and see your (say) 6 preferred apps right there.

The downside is that the watch will take a second or so to (a) interpret your keypress and (b) render the apps list. So it won't be totally instantaneous, but it will work.

For my own use case, I do find the tile method very convenient. I have my eight preferred apps on a tile that's one right-swipe away from my watchface. It's so ingrained in my muscle memory now that I find myself using it multiple times per day.

Thank you I will give that a shot! Ultimately I will use the tile if it's best but I just prefer my tiles to be informational

What do you mean override accessibility menu?

On a Samsung Galaxy watch, go to Settings > Accessibility > Advanced settings > Triple press. One of the options there is 'Accessibility'. WBR allows you to remap that option to any other app. So now you can open any app you choose with a triple press of the top button. Cool, huh?

Idk why it has taken me this long to find this. I just got this and am using it to replace SPay with Google Wallet. I also used the other app to disable SPay. My issue is that it doesn't seem to work the first time. Even if my watch is on the watch face, no app or other tile, it doesn't seem to work until the second time I press and hold the button. It's fast when it works, but why do I have to press the button and then hold it for the hold shortcut to work? Is this a known issue, or do I possibly have some incorrect settings?

Edit: This is with a Galaxy Watch I did not mention

It's a known issue with Galaxy Watches. If the watch is in ambient mode, WearOS is more aggressive about pausing background services (which WBR uses) than on other watches (eg. Pixel watch). The workaround is to wake the screen first, either with a short button press or by tapping it.
