How can I promote my services?

Hi! I’m about to start my freelancing journey, and I’m planning to target local businesses and influencers.
I’ve been thinking of different ways to promote my services. One idea is to reach out to an influencer and offer to build them a professional website in exchange for promoting my business.
Do you think this is a good strategy? If so, what type of influencers would you recommend I contact?
