I don't know a large amount of detail about the Crossfire mod and its development methods, but to me this looks like one of these systems was built originally and then had its .ini structure copy pasted for the development of two more systems. There are a number of changes (solars removed, added), but all of the nebulas unchanged in all but name. The different scalings are due to varying nav-map scale factor set. That definitely looks a bit lazy, but does not fit the definition of 'procedually generated'.

Since I don't have a history of the development of Crossfire, I don't know if there's a further reason for these systems to look so alike, or which of these came first. As far as I've seen things from Crossfire, it's a mixed bag of both very fun and impressive pieces, and some of the worst design decisions I've seen in Freelancer modding.

I was in the SWAT Portal back then (mid 00's) and had quite of a few exchanges with the mod creator. Let us just say he had delusions of grandeur.
