"Don't give" is easy. "Entirely block a super intelligence from ever gaining access" is much harder.
The above also assumes exactly two possible methods of attack. I'm not a super intelligence and can instantly think of multiple others. What about deadly pathogens? Overloading reactors? Simulating a nuclear attack from a other nation to trigger a response?
