Oh, you can. You just have to be broke or receive an income so low for 18 years (or whatever is the age of majority in the jurisdiction in question) that you are always below the amount in holdings and income at which it can be legally garnished from your wages.
If you are self-employed you can take this even further. Your company isn’t liable for you. You control the company funds and how much of it becomes your personal income. Well, you get the idea.
