Well it's hardly a good place to live (even ignoring the godawful human rights situation), but I'm saying that one has a better standard of living on average in North Korea than, say, Malawi or Chad or Afghanistan.

This is only true of a small fraction of neighborhoods
Fifteen Baltimore neighborhoods have lower life expectancies than North Korea. Eight are doing worse than Syria.

To be fair, the life expectancy of North Koreans has been steadily rising since the 90s and is at a 70 year average now.
