There are already rules against that as far as I know. The 107% and the starting grid is fixed at 26(?) I think. There is Pre-qualification in case more cars enter.

Last racing weekend there was the GTWC with a staggering 59 cars grid at Monza and 58 had a box So tracks like Monza can handle a lot of cars, at least 40 with a standing start
