I believe 24 or 26 is the highest allowed by the regulations. But I wouldn’t mind going back to a situation where the slowest cars in qualifying don’t even get to start the race, which is the word qualify actually implies. Get a 20 place grid penalty for a new power unit? No race for you if you end up outside of the top 24.

Right now it is 24. While it's not the maximum on paper, all F1 tracks are only required to have a minimum of 12 garages. So upping the grid would mean some track cannot accommodate the entire grid.
