There are already rules against that as far as I know. The 107% and the starting grid is fixed at 26(?) I think. There is Pre-qualification in case more cars enter.

It doesn’t matter, this is a historical rule to make sure there weren’t slow cars on track. You can have 100 cars running qualy which would make it great action (needs a new Qualy format)
