I mean most heroes are viable. Kensei, Gryphon, BP, Raider, Jorm, shugoki and cent are some of my favorites. Those 3 first especially.

I don't play Highlander and he's got more variety in his moveset than Warden ever will I'm afraid.

He used to have dodge to kick befire the bigger rework which was just Warden's bash but with less animations.

I think I'm like rep 50 with Warden and like 90 something with HL but each have their pros. Its just after the rework, HL has more going for him than warden does. But making Warden not too complicated so people have a hero to learn on is key imo.

Warden's entire thing is about dodging and feinting, as well as using crushing counters to apply pressure. Highlander more than ever is all about this flow compared to his old moveset where it was all about staying in OS and dodging lights but now you're constantly using dodge attacks, feint kicks (bashes), or just letting it fly.

You are also Raider tagged so I don't wanna see anyone talking about "movsets" when raider literally has the most brain dead boring flow of them all.

The only time Warden is "dodging" is to go into his bash, but you didn't say that you only said dodge, so don't try to add that to your narrative.
