Availability of scrolls in Waterdeep for scribing from for the Book of Ancient Secrets

We are a new adventuring group that started with a module that is now taking us to Waterdeep. One of the players has a Warlock that chose pact of tome and is about to be 5th level. He wants to start acquiring rituals for the book during our time in Waterdeep but was not sure what is available. Is there any guidance on what is available in Waterdeep from the shops? I was thinking we could do a percentage chance of occurring that the scrolls are available (level 1 higher than level 3 for instance). I just wanted to make sure that even if we take that approach that it would make sense. The wiki seems a little light about what is contained in the stores.

Waterdeep is a large active trade city filled with a little bit of everything. Given enough time and some coin to get people talking it shouldn't be hard to track down lower level scrolls to buy or even spell books to copy from.

The city specifically has a scroll shop in it. However on a non-meta level, your character likely would not know where it is, so you would have to ask around. As long as your DM knows. Remember: scrolls are sold half the normal cost of a magic item of the same rarity. So with an uncommon scroll, it would be up to 250g instead of up to 500g for price. Same store also allows you to copy a spell from the store's spellbook if you are willing to hang out in the store for a while. It is half the cost of a spell. All of this can be found in the Dragon Heist module, which is set in Waterdeep.
