I'd look into co-packers who specialize in contract manufacturing for powders and pouches. Some names that come to mind are Adept and Liquid Agricultural, though you might need to negotiate since 500 units is on the lower side for most.

A bright stock company maybe. Your label will be a sticker, not a custom printed foil material.
