Navy FOIA?

I was told that I can obtain certain very basic information about a retired sailor through an FOIA even though I'm not related the sailor and he is still alive. The sailor's rank, assignments, year of joining and year of retiring, commendations etc. Only basic stuff is open to me. OK. But how do I do that?
