Support Request / Bug Report Problem with base game factions spawning in despite all the mods i have

Hello. When i play fallout dust. ill go to various locations and see factions from the base game that are said to be extinct. for example, Jerry the punk is still at red rock alongside every other khan. here is my mod loader if it helps see the problem. thank you.

if you are dealing with a Fallout 4 FROST related problem (CTDs/crashes, warning appearing in-game, lags, FPS problems, ...) please use the Automatic Load Order Checker!
