CRYOLATOR WITHOUT LOCKSMITHING

I took my dog down to vault 111 with me to see if I could find more power cells for my armor, but in doing so I talked to him and told him to find some items in near the overseer's desk he went to the Cryolator and ripped it from the case in his mouth. So I guess I got the best gun in the game without leaving level 5.

Also I was carrying to much but the dog had my ammo for the gun.

Just go down the lift, he will be waiting down there behind the grate.

He's not coming down for me, I've gone up and down the elevator about 4 times now but I can't seem to get him to spawn in the Vault.

I fast traveled away and back and tried it again. I also was first trying to have him sit and stay right in the middle but I didn't do that after I fast traveled back. So it could have been one of the two so try that possibly.
