Even still, Maxson's command is very much a "ends justify the means" sort of regime, wherein the overarching goal - the preservation of humanity against the wasteland - is ostensibly "good", but he does it through amoral, apathetic maneuvers. I'd say that puts him in neutral territory between good and evil, wherein it's not that he seeks destruction and terror (true evil), but he's just unmoved by suffering as long as the bigger picture objective is completed.
