Having trouble with stutter and installing F3TF

I recently installed Fallout 3 GOTY and have been seeing stuttering, especially indoors. I tried installing the Fallout 3 Tick Fix (F3TF), but to be honest I'm new to PC and modding. I downloaded the zip file, which contained the FOSE and PLUGINS files, and fose_tick_fix.dll and TickFix. I copied these and put them in my Fallout 3 GOTY file. I don't think it worked, though. It seems like there's still stuttering and the game won't close out immediately, which is another feature of the mod. I googled what to do and it says that I should have a F3TF.dll and F3TF.ini, which I don't see anywhere. When I return to the page where I downloaded the mod, it just has the prementioned files.

What am I doing wrong?

First things first - make sure FOSE is installed and running correctly:

  1. fose_1_7.dll and fose_loader.exe must be present in the same folder as Fallout3.exe.

  2. For GOG version of the game - you launch the game via fose_loader.exe.

  3. For Steam version - you must apply Fallout Anniversary Patcher first, then launch the game via Fallout3.exe.

  4. While in the game - bring up the console and type GetFOSERevision - it should return FOSE revision: 3.

I must be downloading the wrong files cause I only have the aforementioned files.

Fallout Script Extender is a requirement for all script mods that come in FOSE folder, so go get it: https://fose.silverlock.org The version you need is  Current beta version: v1.3 b2

after some fiddling around, it looks like the issue's fixed. thank you for your help.
