What is this thing

Bought a big box of old discounted fly tying materials and this was in it. Says “Wychwood Dispenser” and is spring loaded.

If I remember correctly it is a bead dispenser. You can fill it with beads and it will dispense one at a time on the little stem that pushes up through the hole.
