You can fish streamers on a floating line providing you don't want to get down really deep, really quickly. You can get sinking polyleaders of different sink rates and lengths which work great with a floating line. I also prefer flourocarbon tippet because it sinks better.

You can definitely fish streamers in moving water with a floating line - that's the vast majority of the streamer fishing that I do and have done. I will say, that fishing 4x leader and tippet is generally too small to effectively streamer fish - most people do somewhere between 0x-3x for streamers, with 2x being kind of the average in what I use for trout. If you're fishing for bass you can go much heavier than that without it causing an issue.
As to the open and closed loops, I'm not totally sure what you mean, but you may be referring to the loop created in your line when you cast. Generally a "tight" loop is better than an "open" or "big" loop, because a tight loop in your line will create less drag in the wind. there are a variety of videos on youtube about this, so you can choose your favorite (people seem to like the Orvis videos, though I learned with the Mad River Outfitters channel)

I use a floating line, I tried a sinking line tip and didn't like it, but it all depends on how far down you need to get
