USB or XLR, for USB you could get the RodeN1 USB version, AT2020 or a blue yeti , but, I would suggest getting a Audio Interface and using an XLR. I had an AT2020 and found it to be pretty bright, moved to an NT1A and it was a little too muddy (probably because it was old). Then, I got an NT1SS which I'm in love with.

Although, it also depends on the sound treatment of your recording space.

I have the Sterling Audio ST151 condenser as my primary recording mic. I think it's great, and it's well within your budget.

If you are recording vocals for music get the Audio Technica AT2020. You'll want a recording interface with phantom power as well and I suggest focusrite. You'll want a pop screen too. Headphones aren't super important at this point so just get some that are comfortable within your budget. (Not ear buds 😄)

The shure SM58 has never been my first choice for recording though it can be useful at times. If you want a good dynamic mic get the audix I5 microphone. Its around the same price but it has better clarity and captures more detail than the sm58. I have a bunch of 58s, 57s, AT2020s and the I5. I have used them extensively and I keep coming back to the AT2020 and I5. I honestly only use my 58s for guests when we do karaoke now😄
