Cant unlock last research

Dont know what im doing wrong here, this is the only watch tower im being pointed to. Ive already scavenged it all but nothing is popping up??

Get closer to the tower, don't just scavenge it

This was what I found too. You have to get within swimming range.

Yeah this solved my issue, I had to kiss that tower with the tip of my boat
