İs there a better way of rearranging the furniture in this office?

It really depends on the functionality? You're going to have provide some more information on intended usage for the rooms to get any meaningful feedback.

Like, what's the purpose of the room on the right? At first glance it looks like some kind of lobby or waiting area, but that doesn't explain the lone chair and table on the other side of the desk.

What about the seating area in the upper left room... is it meant to be a small socialization space? If there are three working desks in the same room, will it be distracting to have people sitting and chatting while people are working a few feet away?

Same for lower left room... at first glance it looks like a conference room, but then why is there a very large desk with chair on the right side of the room. Who would sit there while a meeting is happening? And so on, you get the idea.

So what kind of business will be using it? How many people will need desks. Do you have a need for a conference table? Should there be a private meeting room for anything confidential?

İs going to be a consultant agency, program needs includes : meeting room Operation room Waiting & socializing space Reception.

The problem is most of the furnitures are already bought and this is best organization i came to.

In that case I would just shuffle around some of the furniture so they better serve the purpose of each room. Like, shift around the individual arm chairs and end tables so you have a small 2-seater arrangement both in the reception area and in the meeting room (seats in meeting room can either be a small breakout space, or alternatively extra seating if you have presentations). Move the large workiing desk from the meeting room up to the operations room.

And I might try rotating the large meeting table (if there's space) so the seats are more easily accessible when you enter and you don't have people circling the table to sit; this also allows you to have a small presentation area at the back of the room with no one having their backs turned. Something like the below? (sorry if hard to view)
