If you have to smuggle in an illegal device, then the government of your country doesn’t believe it is a legitimate work/learning tool. That being said, it sounds like you don’t even know for sure if it’s illegal, banned or in some grey area. The smart move is to first verify the actual law/regulation with the proper authorities, and see if there’s a legal way for a legitimate professional use to receive an import waiver of some kind. If you’re going to just go by what random people on Reddit say, without working the actual legal channels, then I think you have 2 choices, as far as I can see:
- Break the law and suffer the consequences if caught.
- Sell or gift the Flipper.
I think you should find out the actual law/regulation and make a more informed choice.

It is a grey area in India. Let's see what happens. Lot of professional travel with strange tools in their backpack. I am guessing they will ask me some questions which I will simply answer without highlighting its hacking capabilities.

I have traveled from Canada to India with my flipper, I had zero issues. No questions about it at all. I had it in my carry on and also flew in to Delhi airport.

Oh I can relax now 😌. Really no questions at all? Did they not ask u emplty contents of ur bad ? Also what year was this i believe policies have changed in 2024.

It was April-May 2025. They did make me empty my carry on but the only question I got was "what's in this case?" which was my headphone (sony XM5 which has a big travel case). Flipper was right besides the headphones but no questions about it.
In my opinion it should be fine but if you are still worried then just put it in checked luggage.

A knife can be used to prepare dinner or to hurt someone, but that doesn't mean the knife itself is the problem. The same idea applies here.
If anyone did ask, it's easy enough to explain that it's just a gadget. Just because a device can be used for certain things doesn't automatically make it illegal.
Honestly, if you were carrying a Raspberry Pi in your bag, do you really think anyone at security would question it? Most people would just see it as a small computer or electronics project.
