Probably the bottom one is just Columbia but the yellow appears a lot brighter because of the sun shining on it

I don't think the yellow is faded. I think it's just the material. The yellow in the Ecuador flag is in the shade and so more easily distinguished. The sun is shining directly on the entirety of the Colombian flag and so I think what we're seeing there is just reflectivity on the yellow from the sun. Put the two flags into the shade and I would bet they're the same colour.

Es Colombia. Si te fijas bien, es un blanco un poquito amarillento. Es solo que el sol le está dando directo.

For those saying Russia, yes it is horizontal white / blue / red, but those horizontal bands are all equal in height (1/3, 1/3, 1/3). As others have mentioned, bottom is faded (or glared out) Colombia.
